Tender Description
We are seeking registrations of interest from suitably qualified and experienced companies capable of providing the following requirements:As a minimum specification, Western Power requires the following:
- Total SWIS level solar PV output measured in kilowatts (kW) by half-hour for up to seven days ahead
- Maximum forecast error of 10% Mean Absolute Percentage Error for 24 hours ahead and maximum of 25% for 48 hours ahead.
- Forecast to be updated hourly (a higher frequency is preferred).
- An accurate estimate of solar PV output by half-hour to be used as proxy for measured output. Comparison of estimate to measured output of reference sites would be sufficient
Western Power will evaluate the accuracy of the forecast against the relevant estimates of solar PV provided by the solar PV forecast supplier.
Service level requirements
- Hourly updates of weather observations and forecasts.
- In the event of a delay or service incident preventing the delivery of the required Weather Reporting & Forecasting Services, rapid response times to restore services:
- Restoration of the service within two hours of an outage or significant service impairment.
- Full restoration of a degradation of a service within one hour
- Clearly defined escalation procedure and contact list of supplier representatives in the event of a service outage or degradation event.
