Tender Description
The Shire of Ashburton (the Shire) requires the services of a competent Consultant specialising in asbestos risk management to carry out an asbestos survey of selected assets including buildings, structures and fixed plant. This is to be followed by the provision of an updated and compliant Asbestos Register and Asbestos Management Plan (AMP), to assist in the management of the asbestos-containing assets under the Shire's control.
The expected outcome of the service delivery is compliance with all appropriate State and Commonwealth legislation related to the identification, risk assessment, management and documentation of asbestos-containing materials (ACM). The nature of the Shire's assets and the geographical spread mean that this is a unique portfolio presenting with unique challenges and as such the Shire requires a partner to aid in its identification and control of its ACM related risks. The assets currently under the Shire's jurisdiction include commercial properties, Shire offices and facilities and residential properties within the following locations and as listed in the attachments to this specification:
1. Tom Price;
2. Paraburdoo; and
3. Onslow.
The update of the Asbestos Register, in keeping with the Shire's current AMP requirements and WA State legislation, is to be conducted by a Consultant with proven knowledge, experience and qualifications in the areas of asbestos identification, risk assessment and management. The processes required for the update of the Shire's AMP requires a consultancy with proven experience in developing and implementing client specific AMP's. The following specification details the Shire's requirements for provision of the aforementioned services to allow effective management of asbestos risk throughout the Shire asset portfolio.
The successful consultancy shall provide all necessary services including documents, materials, products, labour, plant and equipment for the whole of the work under the Contract. Work must be compliant with all relevant Australian Standards, Codes of Practice, Western Australian and Commonwealth legislation, statutes, ordinance, rules and regulations bearing on the provision of such services and conduct of the work under the contract.
Response for this Request for Quotation will be received no later than 4pm (WST) 21 October 2019.
