The Shire of Ashburton (Principal) is seeking tenders from suitably qualified and experienced engineering consultants to undertake the detailed design for the Onslow Airport Runway Pavement Strengthening and Aircraft Capacity Expansion Project.
The Principal has appointed TSA Riley as the Principal's Representative and Project Manager for this project. The successful Consultant will report directly to the Principal's Representative on all matters relating to design progress, technical deliverables, and contract administration. While the Contract is held with the Principal, TSA Riley acts with the authority of the Principal to provide instructions and certify milestone deliverables.
The Tenderer must outline the organisational capability of their proposed consultant team, with particular focus on demonstrated experience in airfield pavement design, traffic mix modelling, airfield ground lighting, and apron configuration for regional aviation facilities.
The scope of detailed design services required under this Contract includes, but is not limited to:
• Runway pavement strengthening design, incorporating traffic mix model inputs and operating weight assumptions confirmed by stakeholders and airlines.
• Apron configuration design, including assessment of two (2) design options — retaining the existing two (2) bay apron footprint or expanding to three (3) Code C aircraft parking bays — including aircraft separation, wingspan clearances, equipment storage, and tie-down provision.
• Airfield Ground Lighting (AGL) design including assessment of existing lighting infrastructure and secondary cabling to accommodate new pavement levels.
• PROVISIONAL SUM ITEM - Design for a new AGL pit and conduit system, including apron extension, all meeting CASA and MOS Part 139 regulatory requirements with provision for staged commissioning and 24-hour operational redundancy.
• Apron floodlighting design incorporating CASA/MOS illumination levels, glare management, and redundancy appropriate to a 24-hour facility
• Engineering interfaces and constructability assessment, including construction staging to maintain a minimum of five (5) days flying per week throughout the works
• A complete Issued for Construction (IFC) documentation package including fully coordinated design drawings, technical specifications, and schedules sufficient for procurement of construction works
• Design certification and supporting documentation confirming the IFC package is compliant with all applicable standards and regulatory requirements
• Accurate as-constructed drawings and operational manuals on completion of the design phase
The Principal requires a cost-competitive Tender Submission for the provision of detailed engineering design services, resulting in a complete construction-ready documentation package. Tenderers are to utilise the project background documentation and confirmed technical inputs provided with this Request for Tender to develop their offer. Tenderers shall engage all necessary suitably qualified specialist subconsultants as required to deliver a complete detailed design package.
