NORTHERN BEACHES COUNCIL TENDER RFQ 2019 233 Aboriginal Stories Interpretative Signage

Background
The Northern Beaches has a rich history of Aboriginal culture and heritage. Evidence of the cultural lives of Aboriginal people remain throughout the landscape and date back thousands of years. However, there is limited acknowledgement in our public places and walking tracks.
A draft Aboriginal Stories Interpretation Plan (Plan) has been developed to identify appropriate stories and history to tell at locations along the Coast Walk as well as Narrabeen Lagoon. The potential locations and stories have been selected through consultation with the local Aboriginal community.
Scope of works
Council requires the services of a consultant to assist with the detailed development of approximately 13 Aboriginal interpretive signs. In building on work already undertaken, specifically the consultant will:
- Consult with local Aboriginal community stakeholders regarding the locations and stories.
- Recommend a final list of locations and stories in consultation with council's relevant assets owners (e.g. Parks and Recreation)
- Develop the detailed content for the signs in consultation with council's Communications Team. Note that a significant amount of research material has already been collected and will be made available.
- Recommend appropriate images and artwork for signs and obtain relevant permissions.
- Liaise with Council's Graphic Design and Communications teams on an appropriate treatment for the existing signage style guide that is sympathetic to an indigenous theme.
Ideally the selected consultant is a story-teller who can bring together the over-arching and individual stories of the Aboriginal history and culture of the Northern beaches in a way that educates, engages and intrigues the varied audiences. Experience working with Aboriginal community members is essential. Local knowledge would be advantageous.

The works are to be carried out strictly in accordance with the requirements in this document. To have quotations considered, consultants will need to ensure that all required information requested in the Quotation Request Form document is provided.
The Contract term will be 2 (two) months, with an expected commencement on 14 October 2019 and expected completion of works 16 December 2019.
EVALUATION CRITERIA:The evaluation criteria for this quotation are:
RFQ Part B2 Submission of all documentation required for initial cull, Pass/Fail
RFQ Part B3 Performance Information, 30%
RFQ Part B4 and B8 Personnel & Sub-contractors, 25%
RFQ Part B5 Insurance, Pass/Fail
RFQ Part B6 Proposed Methodology, 25%
RFQ Part B7 Schedule of Fees, 20%

Quotations close at 2pm on 26 September 2019 and must be fully received by this time.
LODGEMENT:
Options for lodgement of quotations are:
1. The electronic tenderbox or

Late submissions may not be accepted.
