Tender Description

Sydney Metro invites entities with an interest in providing construction services (Interested Parties) for the upgrade of Bankstown Line stations between Sydenham and Bankstown for metro operations (Services) to register their interest.

Sydney Metro is delivering Australia’s biggest public transport program. As a new standalone railway, this 21st century network will revolutionise the way Sydney travels.

The Sydney Metro City & Southwest project includes a new 30km metro line extending metro rail from the end of Sydney Metro Northwest at Chatswood under Sydney Harbour, through new CBD stations and south west to Bankstown. It is due to open in 2024 with the ultimate capacity to run a metro train every two minutes each way through the centre of Sydney.

New infrastructure and modifications to existing infrastructure, are to be constructed at the following nine Bankstown Line stations:

  • Marrickville Station
  • Dulwich Hill Station;
  • Hurlstone Park Station;
  • Canterbury Station;
  • Campsie Station;
  • Belmore Station;
  • Lakemba Station;
  • Wiley Park Station; and
  • Punchbowl Station.


Sydney Metro seeks to procure up to three Construction Contractors to deliver the Services.

Services to be provided at each station may include the following:

  • Stations Structures, Platforms, Rooms and Buildings;
  • Station Services and Systems (including Metro CSR);
  • Metro Service Buildings;
  • Station Precincts; and
  • Fencing and Screens.

Sydney Metro seeks to engage Construction Contractors that will provide all of the Services detailed.

The procurement will be undertaken through a two stage process, with Stage 1 comprising an Expression of Interest (EOI) and Stage 2 comprising three separate Request for Tenders (RFTs).

Bona-fide organisations that demonstrate to Sydney Metro’s satisfaction that they will be capable of meeting the Minimum Requirements (see below Conditions of Participation) will be registered to participate in the EOI process (Registrants).

Sydney Metro will notify Registrants and provide them with access to a dedicated website (Data Room). The Data Room will contain the EOI and further information on the procurement process, as well as additional supporting documents and information to enable Registrants to respond to the EOI. Access to the Data Room will be subject to the Registrant’s agreement to Sydney Metro's terms for use of the Data Room.

The EOI is anticipated to be released to Registrants on 4 October 2019 and the Closing Date for the submission of EOI responses is anticipated to be 8 November 2019. Both the Release Date and the Closing Date may be extended by Sydney Metro at its absolute discretion.

Sydney Metro may permit registration after the EOI Release Date (including as that date may be extended), however such Interested Parties, if successfully registered, will have no entitlement to any additional time to submit an EOI and Sydney Metro will not be under any obligation to extend the Closing Date
