Tender Description

Yarra Valley Water is intending to release an Expression of Interest (EOI) in late October 2019 for the construction of several capital projects in the Aurora Capital Delivery Program (ACDP).

YVW are in the process of delivering a significant program of capital works at the Aurora STP & RWTP site. The objective of the ACDP is to ensure the smooth delivery of a well-functioning, integrated sewerage and recycled water treatment process. The initial program of work is valued around $30M and is to be delivered in the next two to three years.

The program is centred around the upgrade of the Aurora RWTP, which will include the construction of a new Class A plant adjacent to the existing RWTP on the same site. The construction of the new Class A plant will occur in three stages of 2 ML/day each to produce a Class A capacity of 4.8 ML/day by early 2022, 6.8 ML/day by 2027 and 8.8 ML/day by 2040. Once Stage 1 is complete, the existing RWTP and chemical dosing facility will be decommissioned.

To accommodate the first stage of the RWTP upgrade by 2022, several high priority capital projects are also required to be completed:

  • a new Chemical Dosing Facility (CDF) to service the existing STP and new RWTP (late 2021)
  • a transfer pump station at Craigieburn STP to supply additional Class B water to the new Aurora RWTP (mid-2021)
  • a blending project which will create the ability to adequately use a combination of various class B water sources to  feed the new Aurora RWTP (mid-late 2021) and;
  • CETS – the Craigieburn to Epping Transfer System that will transfer sewage flows from the Craigieburn Sewage Transfer Hub (CSTH) to Epping and bleed flows to Aurora STP by sewer mining (late 2020).

In addition to the delivery of these 5 key projects, there are also other smaller ancillary projects that are scheduled for completion in the next 2-3 years with most having interdependencies with one or more of the above capital projects. All the projects vary considerably in size, cost, complexity, assuredness and status making the ACDP highly complex. In addition the upgrade works need to be constructed and integrated into existing operational treatment systems and assets.
