Tender Description

⁠⁠⁠There are an increasing number of Rio Tinto assets nearing closure and there is evidence that as assets approach closure, closure costs escalate significantly. This demonstartes the need for a more systematic and deliberate approch to operating for, planning for, negotiating and delivering positive closure outcomes.

The Facilitator will have a commercial mindset, have experience in closure and facilitating strategic workshops and encouraging creative, commercial and strategic thinking by the Asset Closure Strategies (ACS) development team.
Workshop templates and materials have been developed, however it is expected the successful Supplier will refine the materials and approach as part of the delivery scope below.
Consulting services shall require on-site support to facilitate approximately 6 ACS per year. Each ACS will require on average a total of 5 days, including:
1. Travel to and from site (2 days)
2. Facilitate workshops (3 days) covering the following subject matter drawing out areas of uncertainty, the key assumptions and opportunities.
a. Closure Outcomes - Current and potential closure outcomes, including beneficial repurposing.
b. Closure Scope – Provide overview of the key components and activities of the asset closure, including where pathways are unclear.
c. Closure Design – Identify how mine closure is considered in mine & production planning and impacts closure outcomes.
d. Operating Strategy – Identify how closure is considered when operating assets, the key operating challenges, where synergies may exist, progressive rehabilitation strategy.
e. Closure Costs – Understand the cost drivers and budgeting of closure costs.
f. Stakeholder Engagement – Outline the engagement strategy and key themes and engagement milestones.
g. Closure SWOT – In relation to closure, what are the strengths, weaknesses, opportunities and threats.
h. Actions & Metrics - Identify and prioritise strategic themes, focus areas, key actions and metrics.
