Tender Description

⁠⁠⁠Byron Shire experiences flash flooding on several creeks and rivers, including low-lying towns and villages. Many of the Shire's population centres are only a few meters above sea level. On average half our floods occur at night and happen quickly, often unexpectedly. In upper reaches of the Shire's waterways, flooding is caused by the steep sharp valleys while, in lower reaches, flooding is impacted by flat terrain and by ocean levels including storm surge and soon also sea level rise.

The goal and purpose of this project is to develop a total flood warning system for Council and other agencies such as SES. The system and project scope will consist of:

The technical flood forecasting system build. This will incorporate feasibility assessment, flood model updates and provisions, the flood forecasting system, the housing (and hosting) of the operational model runs and ongoing maintenance. This system is aiming to be fully automated without the need for manual intervention.

Review and recommendations for upgrading, relocating or new rain and river gauges in order to coincide with the flood forecasting system as well as future Meteorological products from the BoM (such as STEPS and rainfields)

A new Council dashboard that can be accessed by the external operational agencies and also act as a public facing dashboard for intelligence and information during floods.

An educational and change management process for the agencies involved in the eventual operation of the system. This will also include the necessary links to BoM and SES warnings and messaging services

A detailed community consultation, education and championing process for the new total flood warning system.

As this is a total flood warning system, it is encouraged and expected that multiple parties, consultants and individuals will form part of the project team to bring the required skill sets to a complex project.
