Parkes Main Street Revitalisation Project - Civil Construction Works

⁠⁠⁠Council (the Principal) is seeking Tenders from suitably qualified and experienced organisations to complete the Civil Construction Works associated with the Parkes Main Street Revitalisation Project.

The main Project Aims are to:

Promote localization, sustainability, innovation and flexibility in the Parkes CBD.
Celebrate the stories of the evolution of the Parkes CBD.
Protect and enhance existing heritage buildings and streetscape elements and character.
Improve the quality of appearance of public spaces with new street furniture, lighting, gardens and tree plantings, public art and opportunities for outdoor dining, fun and socialising.
Provide new streetscape improvements to CBD approaches and streets lacking appeal / activity.
Strengthen Cooke Park's role as a central park and link to the retail centre.
Develop Chamberlain Square into a larger pedestrian space and focal area and improve I expand the Civic Precinct.
Develop strategies with property owners, real estate agents and shop proprietors to improve building appearance and create vibrant shop fronts.
Encourage large format stores in the CBD to revitalise blank facades of buildings.
Develop a more vibrant lighting scheme throughout the Parkes CBD to showcase the CBD at night in particular during the spring and summer months.
Provide for all ages and stages of life.
The construction works associated with this project shall be completed on time, within budget and without incidents (HSECQ).
Ensure the Project Management of the project is conducted in accordance with the PSC PIMP and PMBoK Practices.
The design, construction, and operation of the work will be completed as per the Golden Rules.

The primary objectives for the project are:
To address the deficiencies main street state and provide reliable and robust construction and planting for the long term future - "Future Proof".
It is important the main street revitalisation work is soundly based and provides the long term reliability required by Council - "No re-work".
The construction works associated with this project shall be completed on time, within budget and without incidents (Health Safety Environment Community Quality, or HSECQ).
All site / field works shall be coordinated with Parkes Shire Council's Project Management Office (PMO).

A MANDATORY Tender Briefing / Site Inspection will be held on Tuesday 16 April 2019 commencing at 10:30am at the Project Management Office - 203 Clarinda Street, Parkes, NSW 2870

Respondents are required to attend the Tender Briefing / Site Inspection. Attendance at this meeting is MANDATORY.
