Shoulder Widening Works

⁠⁠⁠Overview

Bland Shire Council is seeking tenders from suitably qualified and experienced contractors for the completion of shoulder widening and rehabilitation works on MR371, located approximately 100 km west of West Wyalong between Rankin Springs and Naradhan.

The works generally comprise shoulder widening, pavement rehabilitation, preparation works, and full-width bituminous sealing over an approximate 12 km section of roadway commencing at the Bland Shire southern boundary.

Scope

The Contractor shall supply all labour, plant, equipment, materials, supervision, traffic control, testing, and incidentals necessary to complete the works in accordance with Council requirements and relevant Australian Standards. The scope includes, but is not limited to, the following:

1. Site Extents

• The project area comprises approximately 50,000 m² of shoulder widening works along an approximate 12 km length of MR371
• The works commence at the Bland Shire boundary on the southern end of MR371 and proceed northbound toward Naradhan

2. Shoulder Mixing and Overlay

• Overlay with 100mm DGB20 to a width of 2m and mix with existing material to a depth of 200mm
• Ensure mixing produces a uniform profile suitable for pavement reconstruction and sealing, with a minimum of 2 passes
• Trim edges neat and true to line and level

3. Spoil Removal

• Remove all excavated and unsuitable material generated during the works
• Transport spoil to a designated stockpile location adjacent to the worksite as nominated by Council
• Maintain stockpile areas in a safe and orderly condition

4. Pavement Construction

• Supply, place, spread, moisture condition, compact, and trim DGB20 pavement material to the required levels and crossfall
• Construct pavement in compliance with relevant RMS/Transport for NSW specifications and applicable Australian Standards
• Deliver a finished pavement surface that is tight, dense, and free from segregation, rutting, or deformation

5. Proof Rolling and Pavement Rectification

• Proof-roll the prepared pavement foundation in the presence of a Council representative
• Identify and rectify all soft spots, unstable areas, or pavement failures prior to placement of new pavement material

6. Bituminous Sealing

• Apply a single-coat seal using 14 mm aggregate and C240 bitumen binder on the new work at 1.9m each side, including a 100mm overlap, covering approximately 50,000 sqm
• Seal over new and existing works to a full width of 7.6m using S45R binder with 10mm aggregate, covering approximately 91,000 sqm

Contractor Requirements

• Suitably qualified and experienced in shoulder widening and pavement rehabilitation works
• Complete the works in accordance with Council requirements and relevant Australian Standards
• Provide a certified seal design for Council review and approval prior to commencement of sealing operations
• Not commence sealing operations without approval from Council
• Undertake any additional rectification works identified during proof rolling at the Contractor's expense, unless otherwise approved by Council
