Security Operations Centre (SOC)

⁠⁠⁠The Department of Health and Human Services (the Department) is seeking to procure the services of a supplier that will provide a sector-wide SOC service via:
* Establishing a head contract for the delivery of a cybersecurity managed service, which will deploy and support an enhanced Security Information and Event Monitoring (SIEM) solution on behalf of the Department and participating Victorian Public Health Sector (VPHS);
* Procuring the license(s) for the SIEM product, which will be owned by the Department.
* Providing the flexibility in contractual terms and conditions for additional services, that may be added later by the Department, to be integrated into the service delivery model, further enhancing the overall offering to VPHS;
* Implementing a solution that incorporates best practice service models that enable the Department to continuously improve efficiencies in this offering.

The objectives of the sector-wide SOC service is to identify, protect, detect and respond to cybersecurity threats for the Department and participating Victorian Public Health Sector (VPHS). The solution will provide:
* A sector-wide dashboard view of the cyber threat level to the Department
* Individual health service dashboard view of their cyber threat level, incidents, system health and other reporting information
* Cyber threat intelligence on known and unknown threats with remediation advice, alerts and reporting
* Proactive protection from cyber threats and vulnerabilities

The Department's preference is to engage a single supplier or consortium (where a Prime needs to be nominated and will be the sole party the Department deals with) to deliver the solution (services and software) required against the stated requirements.

The successful supplier(s) will be engaged on an initial three (3) year contract, with the option to extend by up to two (2) further durations of one (1) year each – for a total possible contract term of five (5) years.
