Tender Description

⁠⁠⁠The key output of this RFTP process will be the selection of the most suitable proposal that will result in the engagement of a consultant to investigate the current condition of the structure and to develop an Options Report to provide advice to Council on the available upgrade options for the bridge. Â

Council wants to understand whether the bridge can be strengthened and if so, to what load carrying capacity. Council also wants to understand what costs would be involved and hence be in a position to make a value for money judgement as to whether to undertake strengthening works.

It is envisaged that the Consultant's work will be in stages. The initial engagement shall be for Stages 1 and 2 with the later stages to be determined following the Consultant's findings and Council's decision as to how to proceed.

The Stages are summarised as:
Stage 1
(i) Undertake a Level 3 Assessment of the bridge's current condition & determine the bridge's load carrying capacity; and
(ii) Identify immediate repairs that are required.

Stage 2
(i) Undertake concept designs to establish what strengthening could be achieved and to what capacity levels including the upper limit carrying capacity.
(ii) Prepare an Options Report for Council outlining the options for immediate repairs, strengthening and/or replacement.

Stage 3 (where directed)
Based on the Consultant's recommendations and Council's decision, prepare detailed design drawings and specification for immediate repairs.

Stage 4 (where directed)
Based on the Consultant's recommendations and Council's decision, prepare detailed design drawings and specification for strengthening or full replacement of the bridge.

On acceptance of a Consultant's proposal, Council will enter into a formal Contract with the Consultant that will establish the terms of the Agreement, the times for the delivery of Stages 1 and 2, the prices for Stages 1 and 2, hourly rates for engagement of additional works associated with the project including to be used as the basis of pricing Stages 3 and 4 where these stages are advanced.

It must be noted that any Contract with the Consultant does not guarantee a commitment from HSC to proceed with Stages 3 or 4. Proceeding with Stages 3 and/or 4 will be dependent on the outcome of Council's decision in regard to the Consultant's findings in Stages 1 and 2 and the recommendations provided in the Consultant's Options Report. Even where Council approves the requirement for certain repair, strengthening or replacement works, the engagement of the Consultant to complete works in Stages 3 or 4 will be dependent on obtaining agreement to the Consultant's fee proposal for that work. Where agreement cannot be achieved, HSC reserves the right to seek fee proposals from other consultants.
