Tender Description
1. The Yarra Ranges Shire Council invites tenders from suitably qualified and experienced parties for Lead Consultant for Yarra Ranges Aquatic / Cultural / Allied Services Venue Feasibility Studies & Concept Plans (‘the Services’).
2. The outcome of these feasibility studies will be:
* The identification and assessment of preferred site/s within the Urban, Valley and Hills districts for stand-alone or integrated aquatic/cultural/allied services venue development (whether existing sites or a new location) including social/service planning investigation and high level recommendations of possible co-located services and opportunities;
* Holistic investigation and analysis of community wellness in its broadest form including how cultural, recreation, community development and leisure opportunities can be incorporated into facility outcomes to improve community wellness;
* Concept Plans of the Council preferred Urban District, Valley District and Hills site that will include (depending upon site and facility component recommendations):
* internal aquatic/cultural/allied services facility component layout and estimated cost/dimensions;
* target markets;
* facility objectives;
* identified co-located services and indicative dimensions and support infrastructure;
* indicative total cost of the preferred sites; and
* indicative annual capital, maintenance and recurrent costs over a 10 year period.
3. This project is not a traditional ‘cookie-cutter’ project regarding facility feasibility studies as it requires a multi-disciplinary approach and skill set across industry sectors combining aquatic/cultural/leisure/allied service planning, market analysis/stakeholder engagement, community/aquatic/cultural facility planning and technical design. Thus tender respondents will possess a strong multi-disciplinary capability demonstrating:
* aquatic/leisure/cultural/allied health facility planning, design and business analysis skills;
* cultural planning expertise and experience;
* social and integrated service planning;
* outstanding facilitation and multi-disciplinary project management skills and experience;
* proven sophisticated service and market analysis skills;
* contemporary community health/allied health service development experience
4. Tenderers are advised that the consultancy start date is as soon as possible following tender award.
5. The timeframe for completion of the studies is summarised below:
Final District Aquatic/Integrated Services Feasibility Study & Concept Plan with Costed Options Completed with Council Approval by the End of Urban September 2019 or earlier.
Valley November 2019 or earlier.
Hills June 2020 or earlier.
6. This is a Schedule of Rates contract with a lump sum component to be negotiated with the preferred tenderer prior to contract award. However, tenderers are required to develop an indicate lump sum cost breakdown that demonstrates the professional fees and any associated costs to cover all aspects of this project.
7. Tender submissions must be received by the TENDER CLOSING DATE or as otherwise changed by addenda.
