Ten years after the establishment of the Closing the Gap Framework in 2008, improvements have been made to the lives of Aboriginal and Torres Strait Islander people. As noted by the Prime Minister in his 2018 Closing the Gap Report, a key lesson learned has been in understanding that effective programs and services need to be designed, developed and implemented in partnership with Aboriginal and Torres Strait Islander people.
The Darling Downs and West Moreton Primary Health Network (DDWMPHN) recognises the principles informing the National Aboriginal and Torres Strait Islander Health Plan (2013-2023) of: Health Equality and a Human Rights Approach; Aboriginal and Torres StraitIslander Community Control and Engagement; Partnership; Accountability; and the centrality of culture and wellbeing in health through a holistic context expressed through:
"Aboriginal health means not just the physical well-being of an individual but refers to the social, emotional and cultural well-being of the whole Community in which each individual is able to achieve their full potential as a human being, thereby bringing about the total well-being of their Community. It is a whole-of life view and includes the cyclical concept of life-death-life" (National Aboriginal and Torres Strait Islander Health Plan 2013-2023, Australian Government, 2013)
