Tender Description

⁠⁠⁠The Department of Housing and Public Works (DHPW) Building and Asset Services (BAS) partners with other government agencies to manage their building, construction and maintenance activities to ensure the safety and sustainability of their assets and facilities. Contractors who are interested in undertaking work on behalf of BAS are required to register with them (BAS Contractors). BAS currently has a complex and manual system for the registration and verification of BAS Contractors, with information being managed across separate systems with varying levels of automation.

In addition to being able to directly engage Contractors to carry out work at their sites (Direct Contractors), Government agencies, such as the Department of Employment (DoE), currently rely heavily on BAS to assess the appropriateness of Contractors to supply maintenance and construction services at their sites. However, government agencies currently have limited visibility of Contractors or the individuals they commission (Personnel) who have been engaged by or on behalf of the department, as well as their site attendance.

There is a requirement for BAS to provide to government agencies assured BAS Contractor information in a timely manner. This includes advice on the Contractor’s currency of their appropriate insurances, licences and certificates. Being aware of the Contractor’s qualifications is integral to their work engagement to provide a high level of assurance that work will be conducted safely, professionally and with quality.

The overall objective of the CMS Project is to implement a smart record-keeping solution to:
* Maintain, and make available to Customers, a central register of Contractors who have been assessed in terms of registration with appropriate professional bodies, the holding of appropriate insurances, the holding of appropriate licences and the completion of WH&S inductions; and
* Maintain and access information about the site attendance of Contractors and Personnel engaged by or on behalf of the DHPW and/or DoE, including the nature of the engagement.

BAS is seeking to procure a Commercial‑off‑the Shelf (COTS) application as-a-Service to meet the required business needs, which include:
* Delivering improvements to safety and quality via the adoption of standardised business processes related to the delivery of building and maintenance works for all Contractors and Personnel;
* Improving the end-to-end traceability of Contractor activities down to the Personnel level;
* Simplifying and automating the validation and verification of Contractor and Personnel licences and capabilities on-site;
* Improving access to up-to-date Contractor and Personnel information at DoE sites;
* Improvising visibility into Contractor and Personnel activities;
* Automating manual, paper-based business processes;
* Implementing an intuitive and effective user-interface design for improved navigation and data entry capabilities; and
* Ensuring that the functionality and features built into the new technology are flexible enough to cater for any future legislative changes or new business requirements.
