Tender Description

⁠⁠⁠The Metropolitan Fire and Emergency Services Board operates as a statutory authority with responsibility to the Minister for Police and Emergency Services to provide a service throughout the metropolitan fire district. Its role is to protect life, property and the environment through effective fire prevention measures, fire safety education, fire fighting and rescue and disaster combating.

The mission of the MFB can be summarised as:
To provide continuous protection of life, property and the environment from the effects of fire, accidents and other hazards
* To encourage appropriate standards for the protection of life, property and the environment from fire
* To increase community involvement and awareness in hazard prevention
* To meet the community’s needs in an efficient and effective manner

The functions provided by the Board cover services relating to:
* Emergency response
* Hazardous materials
* Fire prevention
* Fire training and education
* Fire safety inspection and certification
* Communications
* Administration and technical support

In the process of developing corporate objectives, the Board refers to its guiding principles, as follows:

The Property Services Department is a department of the MFB Corporate Services Directorate and performs an essential function within the MFB. The department is responsible for:

Maintaining MFB properties and buildings to regulatory standards
* Assisting in the reduction of energy and water consumption and the generation of waste in MFB properties
* Maintaining effective security systems across its property portfolio
* Provide the highest professional standards for service delivery
* Assist the MFB to meet its employee’s needs for job satisfaction, personal growth, occupational health and safety by providing a better and safer work environment
* Ensure cost effective service delivery and identification of improvement opportunities. To this end the department is looking to create an environment that facilitates shared knowledge and partnering concepts to provide the best value result for the organisation

The Department’s four main objectives are:

* To manage and deliver on customer expectations

The Department has endeavoured to develop and maintain positive relationships with the services providers engaged for all site related services within its area of responsibility.

The Department goal is to gain an understanding of all stakeholder requirements to ensure the Department and external providers deliver a seamless service to the MFB. This requires all parties to work together to provide optimal service delivery, within the constraints of competing goals, objectives and external pressures. A “partnership” approach will provide the Department with the opportunity to manage the services provided to our property portfolio in the most efficient and effective way.

This procurement activity is to undertake a tender process to engage a suitable company to provide Waste Management, Gardening Services & Pest Management Services for the MFB Sites.

The scope of the request for tender comprises the following:
* The provision of bins for general waste & recycling with a scheduled frequency of pick up for each MFB site;
* Gardening maintenance and grass cutting including the replacement of dead & damaged plants and shrubs, auditing the state of trees on MFB Properties together with detailed reports and recommendations; and
* Pest Management Services through programmed baiting and spraying to control the activity of pests.

The initial contract will be for a period of three (3) years and two (2) one year options at MFBs sole discretion.

The first year of the contract will require the successful tenderer to conduct a full audit of sites reporting on general condition of trees and shrubs together with recommendations for improvement or replacement.
