Barossa Offshore Project FPSO FEED Competition - EPCI Option - Integrated Control and Safety System ICSS

⁠⁠⁠Control, automation and safeguarding systems provided on Barossa FPSO shall be designed with an overall Integrated Control and Safety System (ICSS) concept. ICSS shall integrate all the different systems (BPCS, SIS consisting of ESD and PSD, FGS and other third party systems) and conventional instrumentation devices under a common platform for monitoring, recording, trending, diagnostic, controlling and shutdown of all topside and hull parameters during normal and abnormal operating condition.

The systems integrated within ICSS shall operate independently such that failures within one system will not affect the operation of others. Each of these systems shall be segregated to provide a functional hierarchy such that they provide protection against increasing severity of hazards.

The ICSS shall be implemented for the whole FPSO as detailed below:

* Topside: responsible to perform the analogue control, monitoring, safe guarding functions of the process variables related to the Production and Facilities systems (topsides) and to perform electrical devices actuation in normal operation;

* Hull and Marine System: responsible to perform analogue control, monitoring, safe guarding functions of the variables related to the utilities installed at ship deck and vessel systems (Hull) and subsystem interface;

* Turret Control: responsible to perform analogue control, monitoring, safe guarding functions of the variables related to the inlet facilities installed inside the turret

The ICSS scope shall generally consists of the following main subsystems / functions:

* Emergency Shutdown System (Part of SIS)
* Process Shutdown System (Part of SIS)
* Fire and Gas system (FGS)
* Basic Process Control System
* Alarm Management Tool
* Data Historian
* Process Information View System
* Instrument Asset Management System
* Package Equipment PLC’s / Server interfaces to 3rd party packages
* Subsea Production System (Option)
* Associated Controllers, I/O’s, relays and all accessories for the above systems
* Software Licences
* Required Servers, Engineering stations, Operator stations
* Power distribution cabinets, Network interfaces
* Cyber Security
* Interface to Corporate Network through Firewall
* Overall integrated system design,
* Manufacturing and testing (iFAT, FAT, SAT)
* Pre-commissioning, start-up and Commissioning support offshore.

The proposed ICSS shall be Marine Certified by ABS for use in Offshore environment. The safety system (SIS) and Fire and Gas System (FGS) shall be safety certified to IEC 61508/61511 by TUV or equal.

The system shall be designed for an operational period of 25 years.
