Development of a Strategic Planning Framework Plan and Vision for the revitalisation of the Wimmera River Precinct Horsham and Horsham Central Activities District

⁠⁠⁠Consultancy Services for Development of an Overarching Concept Plan and Vision for the Wimmera River Precinct Horsham and Horsham Central Activities District (CAD)

Submissions are invited from suitably qualified consultants skilled in understanding State Government’s investment attraction frameworks, economic modelling and analysis, tourism and recreation planning, town planning/ urban design and stakeholder consultation. The project will involve extensive investigations to develop a Strategic Planning Framework and Vision for the River Precinct/ Horsham CAD including urban design, property redevelopment opportunities and potential infrastructure/ project elements. This will also include development of an associated Action and Implementation Plan which identifies the priorities, costs/ benefits and time, cost/ responsibilities for the Project elements identified.

This should include economic modelling analysis and benchmarking against other similar regional townships to inform the benefits/ outcomes. The Strategic Planning Framework and Vision will be informed by an initial strategic analysis of needs and opportunities for broader Horsham Rural City Council area that will establish a strategic framework for the Vision.

As part of this Project Brief Council also requires:

* A Sporting facilities demand study for Field and Court based sports facilities (outdoor) across the Shire; and
* An Analysis of the economic benefits of the Horsham Town Hall.

A key final outcome of the Study is the development of a Branding and Communications strategy and supporting documentation and materials for Council use to attract funding and investment from the public and private sector to implement the Vision.

Council has nominated a project budget of $140,000 (exclusive of GST) to complete this plan.
