Tender Description

⁠⁠⁠ARTC advised industry, at the recent Industry Briefings, of its intention to conduct Market Testing for the Melbourne to Brisbane Inland Rail Programme.

The Inland Rail procurement and delivery strategy outlines how and when both:
* The Programme wide activities; and
* The Projects,

will be taken to market and how they will be delivered through to construction completion. ARTC's Inland Rail team is now seeking to engage with industry via Market Testing to refine, expedite and de-risk the strategy as outlined at the recent Industry Briefing. Information on the scope and progress status of the Inland Rail Programme and its Projects was provided at the recent Industry Briefing. The Industry Briefing brochure and presentation is available for downloading at https://inlandrail.artc.com.au/suppliers/documents.

Obtaining market feedback at this stage is fundamental to developing strategies that are robust, attractive to market and that address and maximise the objectives of Inland Rail. Industry capacity, capability, expertise and experience is sought via this Market Testing. Insights gained from Market Testing will inform the approach to the procurement and delivery strategy under consideration by ARTC.

The following Projects are excluded from this Market Testing:
* Gowrie to Kagaru (G2K), being delivered via a PPP;
* Parkes to Narromine (P2N), procurement already commenced; and
* Programme wide Automatic Train Management System (ATMS) Project, being delivered by ARTC separately.

Registrations of Interest (ROI) to Participate in Market Testing are invited from organisations with the capability, expertise, experience and capacity across the following categories:
1. Delivery and construction: rail / road infrastructure, earthworks and formation, bridges and structures, utility diversions;

2. Project services: design, project or delivery management (e.g. managing contractor/delivery partner) or contract management / administration; and

3. Material, logistics and accommodation providers: quarry owners / operators, transport and materials handling entities, construction material suppliers and temporary accommodation suppliers;

on Projects, and/or aspects of Projects of comparable type (rail and road infrastructure), scale, character, complexity and duration to those that comprise the Inland Rail Programme.

ROI's can be lodged via the returnable schedules in the attachments provided, by 6 July 2018. To be considered for Market Testing, Participants must complete and submit the ROI, including providing an executed Confidentiality Deed Poll.

Based upon the information provided by Applicants in the ROI, ARTC will assess and invite a selection of Participant's to take part in a Market Testing Process, including a selection of Participants to take part in interactive Market Testing Sessions. Note, not all selected Participants will be invited to take part in the interactive Market Testing Sessions.

Applicant's that provide a ROI and are not selected to participate in Market Testing Sessions will be advised and may provide a written response or be referred to a relevant industry group.

Unsuccessful Applicant's will not be precluded from future procurement activities.

ROI's will not constitute an offer and do not guarantee participation in Market Testing. No legal or other obligations, right or relationship will arise between a Participant and ARTC as a result of the Registration of Interest to Participate or any engagement in Market Testing.
