In November 2015 the Commonwealth Government announced its response to the Review of Mental Health Programmes and Services in Australia. This review set out a challenging and more comprehensive role for Primary Health Networks in commissioning primary healthcare services. In, particular the treatment services that address the nationally prioritised health needs of people with mental health and alcohol and other drugs issues.
As part of this Federal Government response, a Stepped Care Framework was identified as central to the reform. An overarching model was presented to summarise the changes needed to strengthen stepped care in primary mental health care clinical service delivery.
From this reform, and mandated changes required by Primary Health Networks, DDWMPHN has undertaken a local review of the management and service delivery of mental health services. The review has highlighted opportunities to deliver better outcomes for consumers and build stronger relationships between General Practitioners (GPs) and Allied Health Professionals (AHPs) at a local level.
In response, the DDWMPHN will implement two major changes to how the services are delivered:
* The managed implementation of the Primary Mental Health Stepped Care core elements introducing the stepped care approach, and
* Introduction of Health Service Navigators (HSN) across nine Local Government Areas (LGAs).
