Statewide Panel for Provision of Solar PV to Public Hospitals

⁠⁠⁠Health Purchasing Victoria (HPV) is establishing a structure to source Solar PV Systems to public hospitals in Victoria.

The structure to source these systems will occur in two stages:

1. Establishment of a prequalified panel of suppliers

If suppliers meet the minimum requirements, they will be included on the prequalifed panel.  This removes the requirement to include corporate and mandatory information in the subsequent tender process. This panel will remain in place until 30 June 2020 after which time Health Purchasing Victoria may seek to have suppliers re-qualify.  Throughout the life of the panel there will be opportunities for new suppliers to join the group by undertaking the qualification process.

2. Cluster Sourcing

In the first instance, health services will be clustered into regions where synergies exist amongst the health services for bulk procurement.  HPV will approach the pre-qualified panel of suppliers to submit offers for solar PV systems.  Note that in this initial sourcing program, Gippsland and Metro region health services will not be included in the project.  Nonetheless, this panel may be used by health services in these regions in subsequent procurement activities where multiple health services go to the market at the same time.

Communication

All communication regarding this ITS must be in writing in the Message function in the HPV Procurement Portal.  Closing date for last enquiries in relation to this ITS is 26 March 2018.

Submissions

Submissions for this EOI are to be through the HPV Procurement Portal - accessed via the HPV homepage.  Submissions in any other format will not be accepted.
