Development of Shared Services Business Case Consulting and Project Management Services
Tender 18/006
Horsham Rural City Council seeks to engage a suitably qualified and experienced consultant and project manager to develop a shared services business case to address service needs of five (5) Wimmera regional Councils.
The business case and action plan will deliver solutions to:
* Improve ability to service through appropriate shared services arrangements for high value candidate services
* Reduce operational cost of individual councils
* Improve economic, environmental and social sustainability of communities in the Wimmera region.
Key outcomes of the business case include:
* Evidence gathering regarding Councils’ skills and capacity
* Understanding how each of the member councils provides its services
* Development of a range of models for shared service provision, including potentials for collaborative procurement and better quality and spread of services
* Increase skill attainment and capacity, including sharing of staff resources, and better career paths for specialist local government employees
* A Business Case for the implementation of shared services, including a detailed Action Plan setting out short term and long term goals
The project will commence in November 2017 and be complete by 30 June 2018.
Council has a budget of $85,000 plus GST to complete this business case.
