Moreland City Council is seeking a suitably qualified contractor to complete the construction upgrade of Page Street, Coburg.

Page Street is an existing one way Council road, servicing the major urban arterial, Sydney Road, in the northern suburbs of Melbourne. In 2017, Council is changing this existing road from a one way road to a Shared Space Zone. Hence, this upgrade includes both the footpath pavement along Page Street (Coburg) between Sydney Road and Russell Street, as well as the carriageway.

Works include but are not limited to:

1. Preliminaries and site setup;
2. Demolition and excavation work;
3. Drainage;
4. Upgrade to the Page Street pavement, Feature paving throughout the space including existing road carriageway;
5. Upgrade of existing bluestone kerb and channel along Sydney Road with minimal reinstatement of road reserve along Sydney Road;
6. Upgrade to existing standard furniture to some feature bespoke pieces;
7. Introduction of a hybrid grass irrigated mound.
8. Careful excavation around existing trees to be retained, as well as the introduction of two new trees.

The successful contractor will be responsible for communication with all service authorities including Yarra Trams and Vic Roads. This responsibility also extends to acquiring all necessary permits from these authorities including an MOA, preparation of all site safety, project management, environmental and traffic/pedestrian management plans.

The Page Street shared space upgrade is due for delivery in 2017/18. The contractor is asked to prepare two work Programs, one beginning in October 2017, and one commencing in January 2018. Preference will be given to contractors that can commence works in October 2017.

During construction, the pedestrian footpath along the northern boundary must be made accessible for pedestrian safe travel from 6am - 8pm. Works to this pedestrian footpath are to be undertaken outside these hours. Access to all shops and properties along Page Street are to be maintained during business hours. Kerb and channels works can be undertaken any time outside of clearway times along Page Street.

Tenderers must prepare an indicative program plan to reflect these requirements.
