Tender Description

⁠⁠⁠The Southwest Station and Corridor ("SSC") Works Package for the Sydney Metro City & Southwest project comprises:
* Station works including concourse, platforms, services building and fitout (excluding linewide contracts) from Marrickville to Bankstown;
* Rail corridor works, including civil works, structures, trackwork, overhead traction power, signalling and train control systems;
  * Existing combined services route adjustments and relocations; and
  * Temporary works to enable continuous Sydney Trains operations until completion
  * Other enabling works in the brownfield environment to support the follow on works packages.

TfNSW intends to deliver the SSC Works under a fixed price lump sum design and construct contract.

Registrations are now open for suitably experienced and qualified relevant entities to participate in the SSC Works RFT Process.

Relevant entities may include:
1. Major rail design and construction contractors;
2. Major rail systems and integration contractors;
3. Others who, in the opinion of the Project team, should be registered for the RFT process.

Entities that are not relevant entities; who in the opinion of the Project team are not rail project construction and delivery entities; or which have not demonstrated a reasonable likelihood of being able to meet the RFT Minimum Requirements; will not be registered.

In order to receive the Request for Tenders (RFT), participate in the SSC Works RFT process, request and receive clarifications and to submit a Tender, an entity must either have:
* Registered to participate in the RFT process; or
* Where the entity is a consortium or other such group, had at least one of its members registered to participate in the RFT process.

Entities may register interest as individual entities or as consortia. At this stage fully formed consortium structures are not required to be registered. However, to the extent that is necessary to demonstrate a reasonable likelihood of being able to meet the RFT Minimum Requirements described below, entities seeking to register should detail which other entities, if any, they intend to join with for the purposes of submitting a Tender.

The registration process is designed to ensure that entities participating in the RFT process are bona fide entities for the SSC Works package. TfNSW confirms there will be not be a separate Expression of Interest process for the SSC Works Package.

The proposed RFT Minimum Requirements, include demonstration that the Tenderer:
* Is an Authorised Engineering Organisation (AEO) or is competent and capable to become an AEO;
* Has solely, or as the lead member of a consortium, managed the design, construction, commissioning and handover of at least three rail projects in brownfield station environments of value greater than $150M in NSW in the last 7 years;
* Has solely, or as the lead member of a consortium, managed the design, construction and handover of at least three rail system projects in brownfield operating rail environments (similar in scale and nature to SSC Works) in in the last 7 years;
* Together with its parent companies, has turnover of at least $750M from Australian based construction operations in the 2015/16 financial year;
* Has third party accreditation for its Environmental Management, WHS Management and Quality Management Systems;
* Has a demonstrated satisfactory track-record in safely developing and delivering major projects, In the event that the Tenderer is a consortium, including each member of a consortium; and
* That the entity is accredited under the Australian Government Building and Construction WHS Accreditation Scheme, or has provided evidence to demonstrate that accreditation is being sought, under the Scheme.

If the Tenderer is a consortium, it must confirm that at least one member of the consortium will be able to meet each of the RFT Minimum Requirements. Entities that have not confirmed that they (or a member of any consortium of which they form part) will be able to meet the RFT Minimum Requirements will not be registered.

To register, an entity must:
* Return a copy of the completed registration form and the executed Confidentiality Deed Poll by Email to TfNSW's nominated contact person at SydnevMetro.SSC (&,transport.nsw.gov.au; and
* Mail the original completed registration form and the executed Confidentiality Deed Poll to:

Upon TfNSW's receipt of all completed documents from a bona fide entity, a confirmation email will be sent to the entity.

Registration applications will close at 5:00pm AEDT (Sydney) on 4 May 2017.
