The Department of Environment, Land, Water and Planning (DELWP) has a requirement to hire four wheeled drive (4WD) in support of its own fleet, for the purposes of incident response and/or other business activities. DELWP is seeking to establish a Panel of Providers to Supply Transport for Hire of 4WD (Panel). This Panel will be created following a Public Tender process with successful tenderers entering into a Standing Offer Contract.

The 4WD vehicles are predominately used for surge capacity during incident responses. At any given time these vehicles may be required to go off-road, travel on unsealed roads and potentially rough terrain. The vehicles may be required to be driven in adverse conditions such as near fire zones. It is essential that all available vehicles for hire are suitably equipped for such conditions.

The successful Suppliers must demonstrate their ability to respond to urgent requests particularly during the Victorian fire season, which spans October through to April each year.

The intention is to have an initial three (3) year contract, with options of two, one-year (2x1) extensions.
