Finance Systems Futures Project (Step 2)

⁠⁠⁠The Queensland Government is seeking Proposals for Finance Systems Furtures Project (Step 2)

The objective of the Finance Systems Futures Step 2 is to undertake a technical upgrade which will provide a modern vendor supported platform for Finance. This platform will form the basis for optimising business improvement with innovative finance related tools, and enable customers to facilitate end to end business process change and improvement.

The scope of the technical upgrade includes performing a technical upgrade of the Rest of Government (roG) SAP Finance systems. That is, all existing SAP software and services (e.g. SAP ECC, Portal, Business Warehouse, XI, GRC, Solution Manager, etc.).  The upgrade is based on ‘like for like’ unless specifically stated otherwise.  The upgrade will also involve moving to QSS supplied Infrastructure based on SQL/Windows.

QSS is considering the following two models to deliver the project:

Model 1:  QSS is the Systems Integrator (SI) and retains accountability and ownership of the Project. QSS is supported by multiple service providers (internal (e.g. CITEC) and one external Implementation Partner) who are responsible for delivery of work packages.

Model 2: Uses an Implementation Partner.  The implementation partner is the Systems Integrator (SI) and directs the implementation, determines resourcing and takes accountability for the delivery of the Project and defined outcomes.

The expectation of this delivery model is that:

CITEC will provision the infrastructure;
The SI will fill the majority of the Project roles (e.g. Basis, Functional and Development activities, Application Security, etc.);
QSS resources at a minimum will play a Quality Assurance role; and
The SI will specify in their tender response their expectation with regards to what QSS/CITEC/Agency resources they require to support, work with and compliment their resources during the project.
