Development of a Maintenance Strategy for SunWater Cranes, Hoists and Winches

⁠⁠⁠SunWater is seeking Offers from suitably qualified Suppliers to develop an individual inspection, maintenance and replacement program for selected SunWater cranes, hoists and winches (the Assets).

This project is to engage a crane industry expert to challenge the application of the standard and create individual inspection, refurbishment and maintenance plans for each Asset.


Introduction

SunWater Limited is a bulk water provider located in Queensland. We are responsible for the design, construction and maintenance of dams and operating bulk water infrastructure for delivery of water to remote locations.

This project is to develop an individual inspection, maintenance and replacement program for selected SunWater cranes, hoists and winches (the Assets).

Background

The Sunwater AM05 Crane, Hoists and Winch Standard was developed based on a textbook application of Australian Standard AS2550 Cranes, hoists and winches—Safe use, in which the inspection, refurbishment and replacement strategy is currently as per the Standard.
Most of the Assets are idle for much of the year, yet are subject to routine three-monthly inspections when they have, in most cases, not been used during that time. This project is to engage a crane industry expert to challenge the application of the standard and create individual inspection, refurbishment and maintenance plans for each Asset.

Detailed Scope of Work

Currently, there have been 47 SunWater cranes, hoists and winches identified in the North and Central Regions. The successful Offeror will be responsible for the on-site inspection of all nominated Assets.

Three of the cranes are on remote intake towers accessible only by a boat which will be provided by SunWater. Two cranes located at Eungella Dam and Eden Bann Weir are accessed by dirt road. A 4WD is not necessary for these two Sites but should be considered.

The remainder of the Assets are accessed by sealed road where a sedan style vehicle is adequate. Most of the Assets are at storages close to major coastal or smaller regional towns where accommodation is readily available. See appendix B for a map of the SunWater storage locations.

The following information details the requirements of the successful completion of this project.

General Scope of Work

The successful Offeror will be required to arrange travel and accommodation to the nominated Asset Sites in order to undertake a thorough inspection of the Assets. The successful Offeror will be required to undertake a Site Safety Induction at the commencement of each Site Visit. A local SunWater representative will be on Site to escort the successful Offeror to each of the nominated Assets.

The list of Assets to be inspected is provided at Appendix A and a map of the SunWater dams and weirs is available at Appendix B.

The outcome of this project is expected to be the following:

1) An individualised inspection, refurbishment and replacement program for each of the identified Assets, based on a practical application of the Australian Standard AS2550;

a. This may include recommendations to decommission rarely or never used cranes, hoists and winches;

b. This may also include recommendations to tag ‘out of service’ any Assets that are infrequently used but cannot be decommissioned, until such time that SunWater requires their use again. (A risk assessment must be conducted with SunWater’s prior to making this recommendation).

2) A revised Bulk Water AM05 Standard document that is representative of the individualised programs.


Supporting Information

1) At Cania, Callide and Kinchant dams, the cranes are located on remote intake towers. Therefore, the successful Offeror must be able to transport their equipment by the SunWater boat on Site.

2) At Burdekin Falls Dam, the successful Offeror will be expected to stay in one of the SunWater houses and provide their own food, water, etc. due to the remoteness of the Site. This inspection must be completed during the 2016 calendar year to avoid clashes with construction work commencing in early 2017. If accommodation is not available on Site, the nearest town is Ravenswood which is 80km from the dam. Motel accommodation at Ravenswood is very basic.

3) At Clare Weir, the successful Offeror will be asked to advise on two operational issues currently known – one regarding the lifting hook ‘sticking’ and one regarding an undersized pump motor.

4) Sunwater will provide contact information, directions to and maps of each Site location to the successful Offeror.
