Economic Growth Scenario Analysis - Growth Drivers Analysis Greater Bunbury Region

LandCorp is assisting the State Government, in particular the Regional Development Council and the Department of Regional Development, in delivering Regional Centres Development Plan Phase Two Regional Centres (RCDP2) in collaboration with the respective Regional Development Commissions and Local Governments.

In broad terms, the Regional Centres Development Plan (RCDP) involves the establishment of a framework to support the long term growth of the Regional Centres and SuperTowns identified in the Western Australian 2013 State Planning Strategy. Under this framework, RCDP2 will deliver a Regional Centres Development Policy, Growth Plan Toolkit, and Growth Plans for nine Regional Centres.

The nine Regional Centres selected to participate in and develop Growth Plans through RCDP2 are Albany, Broome, Greater Bunbury, Busselton, Carnarvon, Geraldton, Kalgoorlie, Kununurra and Mandurah. The Growth Plans will be delivered over two stages, with four Regional Centres developing Growth Plans in Stage 1, and five Regional Centres developing Growth Plans in Stage 2. It is anticipated the State Government will announce the Stage 1 Regional Centres in early July 2015.

This Request for Services relates to the preparation of Growth Plans for the four Stage 1 Regional Centres. The Stage 1 Regional Centres are required to complete their Growth Plans by 1 October 2016. It is anticipated that the Stage 2 Regional Centres Growth Plans will commence preparation by the end of 2016.

Growth Plans are socio-economic development strategies that address Regional Centres and their economic activity areas, and provide a vehicle for communities to set the direction for their future growth. The aim of a Growth Plan is to strengthen a Regional Centre's strategic positioning, attract business and investment, support the growth of competitive industries, and build a better place to live for existing and new residents. In addition, each Regional Centre will be able to develop a place brand and a marketing prospectus to support marketing of the opportunities to live, work and invest that are identified in the Growth Plans.

The Regional Centres will establish Growth Plan Partnerships prior to commencing Growth Planning. The Partnership will be responsible for the development and implementation of their centres' Growth Plans. These Partnerships will be led by the Regional Development Commissions and Local Governments, and include other stakeholders with a role in promoting the Regional Centres' economic prosperity.

LandCorp is now seeking to appoint a consultant specialising in Strategic Economic Development.
