Surf Coast Shire Council (Council) is seeking quotations from suitably qualified and experienced consultants to undertake research, evaluate options and deliver a concept and detailed report for the Lorne Stribling Reserve. A masterplan for this site was developed in 2001 and is it now timely to review and update this masterplan.
The primary purpose of this consultancy is to deliver two key pieces of work:
The first is the Masterplan for the reserve including:
* Concept plan of proposed facilities refurbishment
* Concept design for any additional relevant infrastructure related to the reserve or other features which is identified
* Concept design for landscaping to take into account aesthetics and sustainability
* Consideration of movement through the site for pedestrians and vehicles
* To comply with universal design principles
The second is a summary framework report which includes:
* Future priorities for the reserve in sequential order
* Summary of key issues identified
* Summary of key users of the reserve and the service use profile ("What is the Reserve used for?")
* Summary of a joint use framework
* Summary of potential other uses for the Reserve, including as an education, arts or culture facility and commercial use
* Consideration of the use of surrounding land such as nearby road reserves and land managed by GORCC or other government departments, school or crown land
* Broad review of the interaction of Stribling Reserve with the rest of Lorne
* Probable cost for facilities and infrastructure
* Recommendations for future review processes and timing
Please note that there are two RFQs for the Stribling Reserve. This relates specifically to the development of the masterplan and a framework report. The other relates to the delivery of stakeholder engagement activities. A consultant may wish to respond to one or both RFQs.
