Solar Photovoltaic System
(Design, Supply, Installation, Testing, Commissioning and Maintenance)

Cockburn Regional Physical Activity & Education Centre (RPAEC)
Cockburn Central West, WA.

The City of Cockburn (The Principal) is seeking proposals from suitably qualified, licensed and experienced Companies to undertake the design, manufacture, supply, installation, testing, commissioning, maintenance and defects liability of a Roof Top Solar PV system at the new Cockburn Regional Physical Activity and Education Centre (RPAEC), due for completion December 2016.

This proposed new sporting complex will be located within the Cockburn Central West (CCW) Precinct and will be bounded by Beeliar Drive, Midgegooroo Avenue, Poletti Road and North Lake Road, Cockburn Central West, Western Australia.

In order to meet the Principal's targets against emissions reduction and renewable energy, it is imperative that the Principal consider options for renewable energy sources to support its operations, thus is looking to have installed on the RPAEC building a suitably sized photovoltaic (PV) system coinciding with the completion and commissioning of the building itself. Similarly the Fremantle Football Club (FFC) is intending to install a PV system on their part of the building, under a separate contract with a provider.

The Principal through a tender process wishes to establish the best method of sourcing the PV system of the most appropriate size, inclusive of supply, installation and maintenance. This may be via a structured as a Power Purchase Agreement (PPA), whereby the successful contractor shall retain ownership of the PV system along with the ongoing maintenance requirements and the Principal purchases the power generated from the PV system at the agreed discounted tariff(s) or whereby the Principal purchases the equipment with the preferred contractor completing the design and construction with the option to carry out the ongoing maintenance and system monitoring.

Scope of Works
The works to be completed under the proposed Contract shall comprise the design, supply, installation, testing, commissioning and defects liability of the proposed Solar PV installation.

The works shall include, but are not limited to:
1. Liaison with Western power and Water Corporation for the proposed Solar PV installation including pre-approval
2. Temporary builder's power
3. Installation of Power Factor Correction Cubicles (PFC)
4. Installation of PV panel, inverters, protection relay, control system and all accessories for a fully functioning grid system
5. Switchboard upgrades, alterations and additions to cater for PFC and Solar PV installations
6. New metering to cater for Solar PV installation
7. Cables, installation and termination
8. Cabling and cable support systems
9. Earthing
10. Accessories and appliances
11. Equipment supports and bracing
12. Liaison with other trades
13. Maintenance manuals
14. As-Installed Drawings
15. Training
16. Maintenance during 12 months defects liability period.
