Fire & Emergency Evacuation Procedures
Central Plaza Hervey Bay is an open mall commercial centre consisting of 4 free standing buildings that provide a net lettable area of 6452 m2. The tenancies of the complex consist of banks, offices, retail shops, medical and the Post Office.
The complex has recently been sold and the new owners require tenders for services located within the complex.
Scope of Works
1. Provide Emergency Management Services as outlined below. The contractor shall allow for services to be conducted monthly/six monthly or annually as required to ensure compliance with current Australian Standards.
2. Update site evacuation diagrams and emergency procedures manual, as required.
3. Provide onsite tenant briefings on legislation, fire protection systems, emergency procedures for bomb threats and chemical, biological and radiological agents.
4. Conduct onsite trial evacuation exercises.
5. Conduct training and a practical demonstration in the use of portable fire equipment.
6. Assume the role of Fire Safety Advisor for the complex which includes the following obligations:
a. Inspect and undertake a revision of your buildings fire and evacuation plan at the intervals specified in the Building Fire Safety Regulation 2008; that is upon acceptance and then annually.
b. Make recommendations to upgrade or amend the fire and evacuation plan when necessary.
c. Train the building's nominated evacuation co-ordinator/s.
d. Co-ordinate and provide Emergency Control Organisation training for the site.
e. Maintain a register of members of the buildings Emergency Control Organisation.
f. Co-ordinate and supervise the annual trial evacuation exercise.
g. Ensure ECO training records are maintained and kept safe.
h. Conduct a random review of secondary occupants' records to ensure training requirements are being met.
i. Provide Subject Matter Expert advice to tenants on compliance requirements as required.
j. Maintain Accreditation and BSA Licensing.
7. Comply with all statutes, regulations, ordinances, industrial agreements, safety requirements, security requirements, by-laws or requirements by authorities having jurisdiction over the property.
8. Supply and install all consumable items including but not limited to hand outs, diagrams, manuals, etc.
9. Provide Certificates of Compliance where required by Authorities, for work carried out on the equipment.
10. Quotations for contract terms are requested for 1 year and 3 years (if the overall cost provides a significant saving).
11. Provide an annual certificate stating that the emergency management services have been carried out in accordance with requirements.
12. Provide copies of current public liability and work cover insurance.
