Joint Venture Development of Lot 7 Linkage Avenue Cockburn Central WA

The City of Cockburn (the Principal) is seeking proposals from suitably qualified and experienced property developers to develop a high quality mixed use and multi-level development on the Principal's landholding at Lot 7 Linkage Avenue, Cockburn Central, Western Australia.

Cockburn Central Town Centre is fast developing as Perth's leading Transit Oriented Development precinct. The town centre precinct is now home to over 1,400 residents with its own food and beverage outlets and retail floor space. The town centre currently houses the headquarters of the Department of Fire and Emergency Services and will soon have a 24hour Police Complex (under construction). Additionally there is a high quality commercial and office complex fronting Beeliar Drive, which includes Dome, Australia Post and the Australian Electoral Commission. The latest approvals for the precinct include further residential developments and a $40m (146 room) hotel and residential complex, due to commence construction in 2016.

The centrepiece of this precinct is the Principal's land at Lot 7 Linkage Avenue, which fronts onto the town square park and the adjacent bus and train station. The train station is the busiest on the Perth - Mandurah line and is only a 16 minute commute into the Perth CBD. A future connection from Cockburn to the Thornlie train line is also being considered, which would provide direct access to the new Perth Stadium at Burswood.

The broader Cockburn Central area provides direct access to the Cockburn Gateway Shopping Centre, with over 50,000m2 of retail floor space (which will expand as part of future stages). The westerly pedestrian link, which runs alongside Lot 7, connects the Cockburn rail and bus station directly with the Cockburn Central West precinct (under construction), which includes a $109M aquatic and recreation complex being developed by the City of Cockburn in conjunction with the Administration & Training Facilities for the Fremantle (Dockers) Football Club and Curtin University.

The overall Cockburn Central area will eventually be home to around 5,000 residents, be linked to the major regional shopping complex and have some of the best community facilities and parkland of any location in the metropolitan area.

The land at Lot 7 Linkage Avenue is 4,646 square metres at the heart of the Cockburn Central town centre. The lot is owned by the Principal. The successful Respondent will have the opportunity to develop the site.

In return for providing the land to the developer, the developer will return to the Principal a minimum payment of no less than $3,810,000.00 by 31 July 2018.

Financial capability is the primary selection criteria and shall include the Respondent's payment offer to the Principal that shall not be less than the minimum stated above. This payment will be secured via a first mortgage on the land.

It is anticipated that this Request for Proposal will be formally considered at the March 2016 Ordinary Council Meeting, requiring the Memorandum of Understanding to be completed by the successful Respondent before the end of March 2016.
