Provision of Business Planning Consultancy Service

⁠⁠⁠The Yarra Ranges Shire Council invites tenders from suitably qualified and experienced parties for the Provision of Business Planning Consultancy Services.

The scope of this contract is for a Consultant to facilitate business planning workshops for the entire organisation so that all of the services and activities delivered by Council are included in a common set of business plans. Business plans will be developed at a department or unit level depending on the complexity and needs of the service. While there is set content for the business plans, they will be tailored to the needs and maturity of individual departments/units.

Council has had a well embedded business planning process in place for many years. However there is a need to implement a more consistent approach and to improve the alignment of business plans with the Business Excellence Framework. The revised business planning process includes the following broad aims:

* A thorough understanding of current service delivery;
* A holistic longer term plan of future service delivery that aligns with the organisational vision, objectives and strategies;
* A long term resource plan for all services;
* A consistent, flexible and practical approach that meets individual business planning need and enables effective management of departments;
* An improved integration of business planning with Business Excellence activities, personal development plans and performance measurement; and
* Greater buy-in, ownership and value of the business plans for leaders and officers.

The initial Service period shall be from 1 September 2015 to 29 February 2016. Thereafter, Council may require the provision of the Service on an as required basis for up to a further 5 year period, at Council's sole discretion.

The initial Service shall be delivered as a lump sum contract with a schedule of rates arrangement for any further Services required thereafter.
