Tender Description

⁠⁠⁠The Australian Public Service Commission (APSC) currently administers the Executive Search and Recruitment Services Panel SON393566 which is due to expire 31 May 2016. The APSC is planning an approach to market (ATM) in the first quarter of the 2015-16 financial year to establish a new Recruitment Services and Solutions Panel with the new panel expecting to commence operation in January 2016. Under the new panel arrangement the APSC plans to expand the scope of the services under the panel to ensure a broader range of recruitment services, inluding recruitment IT systems, are available to be procured through the panel by participating agencies.  It is proposed that tenderers may tender for all or selected Services Areas.

To assist us to finalise the scope and operation of a new Recruitment Services and Solutions Panel prior to release of tender documentation, the APSC invites your organisation to provide feedback on the proposed scope (Service Areas) and fee (pricing) structure/components as detailed in attachments to this Request for Information (RFI).

Based on your industry, and your experience dealing with public sector recruitment, you may wish to comment on whether you believe the proposed Service Areas are appropriate and whether the proposed fee components are structured in a way that your organisation could quote appropriately under those Service Areas.

While consideration will be given to all feedback received, the APSC will consider such feedback in the context of the efficient and effective management of the panel to meet agency needs and may not incorporate all feedback into the subsequent tender request.

Proposed Panel Scope (full details in attachments to this RFI): It is proposed that the new panel will comprise of the following Service Areas:
Service Area 1: Executive Search (SES and senior level equivalent)
Service Area 2: Recritment for Government Positions (APS1-6, EL1-2 and equivalent - ongoing and non-ongoing)
Service Area 2.1: Targeted Recruitment for Government Positions (APS1-6, EL1-2 and equivalent - ongoing and non-ongoing) - eg, recruitment of Indigenous Australians, people with a disability
Service Area 3: Contingent Workforce Management (short-term labour hire, contractors and temporary staff)
Service Area 3.1: Targeted Contingent Workforce Management (short-term labour hire, contractors and temporary staff) - eg, recruitment of Indigenous Australians, people with a disability
Service Area 4: Career transitioning and planning
Service Area 5: Scribing for both recruitment and business
Service Area 6: Recruitment IT solutions and sevices (e-recruitment solutions/products).

Proposed Fee Structure (proposed pricing tables in attachments to this RFI)

Tenderers will be required to provide maximum fees for the Service Areas they tender for in their response to the RFT once it is released. The fees provided in tender responses will be utilised to identify value for money during the tender evaluation process and to form part of the Deed of Standing Offer for successful tenderers. Successful tenderers will not be able to add additional pricing components throughout the term of the panel and fees will remain fixed for 3 years.
