1 Senior Data Management

⁠⁠⁠Overview

The Bureau of Meteorology (BoM) is seeking an experienced Senior Data Management specialist to support the COSPPac CliDE project team in delivering climate data management services that enable Pacific National Meteorological Services (NMSs) to archive and quality control climate and ocean data and metadata, and to provide basic climate products and services for NMS and NMS stakeholder use.

About

The Climate and Oceans Support Program in the Pacific (COSPPac), currently in phase 3, is a major component of the assistance provided by Australia to enable 15 partner Pacific Island countries and territories (Palau, Federated State of Micronesia, Marshall Islands, PNG, Solomon Islands, Vanuatu, Fiji, Tonga, Niue, Samoa, Tokelau, Cook Islands, Nauru, Kiribati and Tuvalu) to adapt to, and mitigate, the impacts of climate variability and change.

The COSPPac 3 CliDE project Pacific Data Management Expert will contribute to the development and maintenance of a Climate Data for the Environment CDMS known as CliDE, as well as provide CliDE data management training in selected Pacific Island countries.

Purpose

This engagement is required to support the continued enhancement of CliDE Stage 2 Quality Control functionality, as well as the development of training materials for the next round of national CliDE training. This training will focus on Stage 1 and Stage 2 Quality Control and will be delivered in-country, with the goal of having a mature CliDE Stage 1 and Stage 2 QC training program in place before COSPPac4 or WMO DREW.

The position is required to improve the routine collection, archival and application of station based climatic and oceanographic data through a climate data management system (CDMS), to enable Pacific national meteorological and hydrological services (NMHSs) to develop and deliver a wide range of routine and specialised climate services.

The Role

The role includes:

• Working with the Pacific Climate Services Technical Science Lead, CliDE software developers and Pacific NMHSs to enhance CliDE to better archive, quality control and produce basic climate and oceanographic products
• Determining Pacific NMHS and NMHS stakeholder needs and designing product specifications using World Meteorological Organization (WMO) and Bureau of Meteorology data management knowledge
• Designing an automated quality control module based on the Bureau's Quality Monitoring system
• Designing products that allow NMHSs to generate and dispatch WMO coded messages (for example, SYNOP)
• Contributing to the development and maintenance of CliDE and providing CliDE data management training in selected Pacific Island countries
• Delivering training focused on Stage 1 and Stage 2 Quality Control, in-country, with the first workshop scheduled for February 2027 in Palau
• Undertaking additional refinements to CliDE expected to continue into April and May, including tailored enhancements to reflect Fiji's operational requirements, which are likely to differ from those of other participating countries

Role Requirements

• Detailed knowledge of manual and automated meteorological observation systems and advanced data management and data quality assurance knowledge
• Experience working with data management and quality assurance at the Bureau of Meteorology
• Experience working in developing countries and territories
• Experience providing general data management and CDMS user training
• Interstate and/or international travel is optional but highly recommended for the success of the project
