Youth Needs Analysis in the Hills Shire

The Hills Shire Council is seeking appropriately qualified and experienced respondents to undertake a Youth Needs Analysis in the Hills Shire, as outlined in the specifications.

Scope

Youth Needs Analysis

Undertake research to understand young people across The Hills, including:

• Their key needs, challenges, and aspirations
• Their interests, activities, and priorities
• Insights into daily life, participation, and engagement patterns

Mapping of Council Services

Provide a comprehensive review of Council's current youth-related offerings, including:

• Programs, services, events, and initiatives
• Facilities and spaces accessible to young people
• Participation levels and service reach
• Assessment of alignment with identified youth needs
• Assessment of strengths, gaps, and areas for improvement

External Service Mapping and LGA Comparison

Identify and analyse services available to young people living in The Hills Shire delivered by non-government organisations (NGOs), community groups, private sector providers, and state government agencies. This includes:

• A mapping of services across The Hills
• Identification of service gaps and duplication
• Comparison with similar LGAs, including service breadth, accessibility, and innovation

Internal Program and Budget Review

Undertake a high-level review of Council's investment in youth services, including:

• Program funding
• Resourcing provided to spaces that service young people (e.g. libraries, sporting fields etc)
• Assessment of social impact (community outcomes, engagement, wellbeing)
• Assessment of alignment with identified youth needs
• Assessment of financial efficiency and value

Benchmarking with Other Councils

Benchmark The Hills Shire Council's youth offering against comparable councils, focusing on:

• Service models and delivery approaches
• Program types and engagement strategies
• Facilities and infrastructure provision
• Funding allocations
• Identification of examples of best practice
• Identification of lessons learned, including what has been successful and unsuccessful

Youth Centre Feasibility and Service Model

Investigate the anticipated benefits (or otherwise) of establishing a youth centre within The Hills, including:

• Needs and demand: evidence of demand for a dedicated youth facility, target user groups, and intended outcomes
• Benchmarking: analysis of youth centres (or similar facilities) in other LGAs, and key learnings, risks, and success factors
• Service delivery model: options for operation (e.g. Council-run, outsourced to youth organisations, partnership models) and consideration of EOI/tender-based operator models
• Financial and social impact: indicative costs (establishment and ongoing) and expected community and social outcomes
• Location analysis: identification of location needs (e.g. lighting, proximity to public transport, general convenience to varied youth demographics etc), identification of potential locations within The Hills Shire, review of existing Council assets and facilities in collaboration with Council's Property team, and assessment of accessibility, catchment, and suitability
