Expression of Interest - Queen Street Public Realm Upgrade Works

⁠⁠⁠Overview

The City of Melbourne (Council) is seeking Expressions of Interest from consortia or individual commercial organisations with a proven ability to construct the Works. The Council, as Principal, invites Expressions of Interest through a two-stage procurement process, comprising an Expression of Interest (EOI) followed by an Invitation to Tender (ITT), from suitably qualified and experienced contractors to undertake construction of the Queen Street Public Realm (QSPR) Upgrade Works at the Queen Victoria Market, Melbourne, Victoria.

Purpose

The Queen Street Public Realm project is a critical component of the Queen Victoria Market Precinct Renewal (QVMPR) and is intended to improve customer experience, operational functionality, and patron and trader safety by transforming the Queen and Therry Streets area into a more pedestrian-friendly public space.

Scope

The scope includes, but is not limited to:

• Staged delivery of the Works
• Civil works
• New paved and asphalted shared zones
• Services and drainage
• Line marking
• Lighting
• Boom gates, bollards and service pillars
• A new kiosk building
• A precinct-wide fire indicator panel
• A centralised booster and hydrant arrangement
• Hard and soft landscape areas, including trees and understorey planting, paving, seating and lighting

The works will be delivered in an operational market and heritage-sensitive environment. The precinct must continue to function as both a live marketplace and a live construction site throughout the works, requiring staged delivery, shared-access governance, public interface management and close coordination with the adjacent Trader Shed and other precinct projects.

Contractor Requirements

• Suitably qualified and experienced contractors with a proven ability to construct the Works
• The experience and capability of Registrants lodging an Expression of Interest will be evaluated strictly on the criteria stated in Section 2 against the information requested in Section 3 of the EOI document
• Compliance with significant cultural heritage, planning, authority and works approval obligations, including a nationally significant heritage site and adjacent Aboriginal cultural heritage zones
• Delivery in accordance with the Council-endorsed design and Issued for Tender documentation prepared for the project

Instructions to Tenderers

The Expression of Interest (EOI) is the first of a two-stage process to obtain a suitable contractor to undertake the proposed Works under a formal agreement with Council.

Organisations that are successful in the Expression of Interest evaluation procedure will be shortlisted and proceed to the second stage of the process by being invited to Tender. A detailed specification of the Works will be provided in the tender documents. Following the tendering stage, it is proposed that a contract be awarded for the provision of the Works.
