Floor Finishes Upgrade at MSAC and Lakeside Stadium

The State Sport Centres Trust (SSCT) is seeking a contractor to treat or replace non-compliant floor finishes at the Melbourne Sports & Aquatic Centre (MSAC) and Lakeside Stadium so that affected areas meet minimum slip-rating standards.

About

The State Sport Centres Trust is a statutory authority responsible for governing the State Sport Centre's (SSC) four venues: Melbourne Sports & Aquatic Centre (MSAC), the State Netball and Hockey Centre (Parkville), Lakeside Stadium (LAKE) and the State Basketball Centre (Knox). As premier multi-sport facilities in Victoria, the venues are intended to enable sporting organisations and individuals to achieve peak performance, reach their potential and deliver world-class events.

Purpose

MSAC conducts annual slip-resistance testing across the facility. Testing undertaken in February 2024, August and November 2025, and March 2026 confirmed that 47 areas across MSAC and Lakeside Stadium failed to meet minimum slip-rating standards. Slip-resistance tests have revealed that sections of the existing flooring, comprising sheet vinyl, stair nosings, coated concrete, and ceramic tiles, do not meet the required safety classifications. As a result, the SSCT intends to treat or replace non-compliant flooring in affected areas so they meet slip-rating standards.

Scope

The scope includes:

• Treatment of areas specifically listed in the attached specification document
• Removal and disposal of existing floor coverings
• Removal and disposal of existing stair nosings
• Supply and installation of new floor coverings, with materials achieving or exceeding their respective minimum required classification ratings as outlined in sections 5 to 8 of the specification document, new floor covering colours aligned with the existing floor coverings and/or design aesthetic of the space, and vinyl extending at least 150mm up the wall and caulked where it meets the plaster
• Supply and installation of new stair nosings
• Provision of operation and maintenance (O&M) manuals for the installed flooring
• Retesting by ATTAR (Advanced Technology Testing and Research)
• Any additional works or defect rectification required to address failed results of retesting and achieve the minimum required classification, including further testing
