ROI Internal Building Cleaning Services (labour only)

⁠⁠⁠Overview

The University of Canterbury is seeking a provider of external commercial cleaning staff to support the delivery of internal building cleaning services across parts of its campus. This is a labour-only requirement intended to complement the University's in-house cleaning team as part of a mixed service model.

Scope

The scope includes:

• Provision of external commercial cleaning staff for routine internal building cleaning across parts of the University of Canterbury campus
• Delivery of internal cleaning services to complement the University's in-house cleaning team as part of a mixed service model

This procurement excludes all external cleaning activities, including but not limited to building exteriors, external windows, roofs, gutters, car parks, footpaths, landscaping, and other outdoor areas. Proposals are not being sought for services outside this internal cleaning scope, including external building cleaning, grounds or landscaping work, building maintenance, security services, or other unrelated facilities services.

Contractor Requirements

• Proposals must clearly show how the internal cleaning service will be delivered in practice
• Labour-hire only or recruitment-only solutions will not be accepted
• Franchise-based delivery models will not be accepted
• Broad theoretical proposals that do not clearly demonstrate practical service delivery will not be accepted
• Proposals for cleaning equipment, automation, or machine-based solutions intended to replace or materially reduce the need for cleaning staff will not be accepted, as this procurement is specifically for the provision of cleaning staff services

Instructions to Respondents

• Respondents must download all documents and take note of important instructions and dates/deadlines
• All proposals must fully meet the requirements and adhere to the instructions; non-compliant proposals may not proceed to evaluation
• UC has no obligation to verify or clarify information provided by a Respondent, or to provide Respondents with an opportunity to resubmit corrected documentation
• Questions can be asked at any time and respondents should not wait for the deadline of 12pm 4 September
• No site visits will be conducted during the ROI stage
