Tender Description

⁠⁠⁠Overview

Glenelg Hopkins Catchment Management Authority (GHCMA) is seeking Expressions of Interest (EOI) from suitably qualified service providers to establish a panel of suppliers to support community, Traditional Owner, youth, school and education engagement across natural resource management capacity building and bushfire recovery programs.

About

The panel will support delivery of two programs funded by the Department of Energy, Environment and Climate Action (DEECA):

  • The Bushfire Recovery Program in the Grampians (Gariwerd) region of Victoria, to support the delivery of project activities to restore waterways and catchment assets impacted by the Summer 2024/25 Grampians bushfires. The project will support recovery of community and environmental assets, protect economic activity reliant on reliable water resources, and strengthen engagement with Traditional Owners through appropriate consultation and site assessment processes
  • The OCOC Regional Partnerships Program, which aims to support regional partnerships and support regional community members and partners to build their capacity to lead natural resource management outcomes

Purpose

This EOI has a dual purpose: to establish a panel of pre-qualified suppliers for future engagement, education, capacity building and recovery services, and to seek proposals for priority activities across three streams: NRM capacity building; community, social and economic recovery from the Grampians bushfires, including activities with impacted school groups; and Traditional Owner engagement, collaboration and co-design.

The purpose of this EOI is to identify suitably qualified consultants with demonstrated local expertise, capability and networks; establish a panel of pre-qualified suppliers; and seek proposals for priority engagement, education, capacity building and recovery activities across the two funded programs. Services should support effective engagement with key stakeholders, including youth, schools and Traditional Owners, in relation to natural resource management and bushfire recovery outcomes.

Objectives

  • Establish and manage a panel of pre-qualified suppliers capable of delivering tailored engagement, education, capacity building and community recovery services to December 2028
  • Streamline procurement for priority activities across NRM capacity building, bushfire recovery engagement, and Traditional Owner engagement, collaboration and co-design
  • Ensure services are delivered in a timely, safe and cost-effective manner and are tailored to project outcomes
  • Support regional, local and Traditional Owner-operated suppliers where appropriate

Scope

The scope includes:

  • Community, Traditional Owner, youth, school and education engagement services relating to natural resource management and bushfire recovery
  • Natural resource management capacity building activities
  • Community, social and economic recovery activities from the Grampians bushfires, including activities with impacted school groups
  • Traditional Owner engagement, collaboration and co-design activities

Contract Terms and Conditions

  • The panel arrangement will run to December 2028

Contractor Requirements

  • Suitably qualified service providers with demonstrated local expertise, capability and networks in community, Traditional Owner, youth, school and education engagement
