Future Automated Enforcement System

⁠⁠⁠Overview

Transport for NSW (TfNSW) is seeking a Future Automated Enforcement System (FAES) to support the end-to-end management of enforcement sites, incident processing, adjudication, enforcement actions, and reporting across NSW.

Objectives

The objective is to deliver a modern, scalable, and secure digital solution that:

• Automates the ingestion, verification, adjudication, and processing of enforcement incidents captured via camera systems
• Enables efficient management and monitoring of enforcement sites, including operational status and performance
• Improves accuracy and consistency in identifying non-compliant behaviour through automated and manual decision-making processes
• Supports configurable workflows for incident verification, adjudication, and enforcement processing, including the ability to configure how automated and manual decision making is applied throughout the process
• Enables seamless integration with external systems (e.g. camera vendors, TfNSW, Revenue NSW and legal systems)
• Enhances operational efficiency through automation, AI-assisted decisioning, and intelligent alerting
• Provides real-time dashboards, reporting, and insight generation to support performance monitoring and continuous improvement
• Ensures compliance with security, audit, and legal requirements across all enforcement activities

Scope

At a high level the solution must provide capabilities including, but not limited to:

• Enforcement site management and monitoring
• Camera interface and data ingestion
• Incident processing and verification
• Adjudication
• Enforcement actions
• Integration
• User management and access control
• Reporting, analytics and dashboards

Tender Briefing

An RFP briefing will be held via Microsoft Teams.

• Date: Friday 24 July 2026
• Format: Virtual briefing (via Microsoft Teams)

Tenderers must send the email addresses of nominated attendees (in an easily "copy and paste" format) to the RFP Manager via email by 12 noon Thursday 23 July 2026 to allow the invite to be sent.

Instructions to Tenderers

To gain access to the Request for Tender documents, tenderers are required to register their interest by sending an email to TSS.Bidder@transport.nsw.gov.au, including the following:

• Tender number and title (Future Automated Enforcement System)
• RFT ID (WS5766247796)
• Organisation name
• ACN/ABN
• Contact name
• Organisation/contact postal address

To gain access to the tender documents in Ariba over the internet once access is provided, tenderers should ensure they are using a PC with one of the following web browsers:
