Research Park Lighting Upgrade

⁠⁠⁠Overview

Nillumbik Shire Council is seeking to appoint a suitably qualified and experienced contractor to design and deliver a sports lighting upgrade at Research Park Oval, 1459 Main Rd, Research VIC 3095.

Scope

The scope includes:

• Design and delivery of a sports lighting upgrade for Research Park Oval to achieve a minimum average illumination level of 150 lux across the entire playing surface
• Upgrading the underground power infrastructure to ensure sufficient capacity to accommodate the proposed sports lighting system and a new electronic scoreboard, to be installed adjacent to the existing scoreboard building following completion of the lighting project
• Obtaining all required approvals, including the Building Permit, and incorporating the soil test report provided by Council into the detailed design
• Removing, disconnecting, disposing of, and making safe the existing oval lighting system, including all existing light poles, luminaires, associated cabling, and any other redundant electrical infrastructure resulting from the proposed works
• Supplying and installing four (4) new lighting towers complete with LED sports lighting luminaires and associated electrical infrastructure to achieve the specified lighting standard of 150 lux average across the playing surface
• Ensuring all new lighting towers, electrical pits, and pit lids are located outside the existing fence line
• Locating all lighting towers outside designated Tree Protection Zones (TPZs) to avoid impacts on existing vegetation and eliminate the need for tree removal wherever practicable
• Completing all associated civil, electrical, testing, commissioning, and certification works necessary to provide a fully operational sports lighting system in accordance with relevant Australian Standards and local authority requirements
• Determining the proposed cable route, ensuring all cabling is installed outside the existing oval fence line
• Using Non-Destructive Digging (NDD) methods within all Tree Protection Zones, and conventional open trenching outside TPZs where appropriate
• Fully reinstating all areas disturbed by the works, including turf, landscaping, pathways, and other surfaces, to match pre-existing conditions
• Locating, identifying, and protecting all existing underground services prior to and during construction
• Keeping existing infrastructure undisturbed wherever practicable, and discussing and obtaining approval from the Superintendent or the Superintendent's Representative before any unavoidable disturbance, relocation, or modification proceeds
• Fitting light spill shields/guards to all luminaires to minimise off-site light spill and reduce impacts on surrounding properties and environmentally sensitive areas
• Engaging a suitably qualified person to undertake a certified lighting performance test upon completion of installation and providing Council with a report confirming achievement of the specified lighting levels, including the minimum average illumination requirement of 150 lux
• Providing a remote-control system for the lighting, including four (4) remote-control units to be handed to Council at Practical Completion

• Suitably qualified and experienced in sports lighting upgrade works
