Overview
Bundaberg Regional Council is seeking to engage a suitably qualified Principal Contractor, through this Invitation to Offer (ITO), to deliver the 2026-2027 Asphalt Resurfacing Program.

Bundaberg Regional Council is located in the Wide Bay Burnett geographical region of Queensland. The resident population of the total local government area is approximately 100,000 people. Further details can be obtained from www.bundaberg.qld.gov.au.
Scope
The works comprise asphalt resurfacing at nominated locations, with Site Mark-Up Maps provided as Supporting Information to identify the extent of the works. The works are to facilitate resurfacing for various sites and areas of Council. Separate Bills of Quantities form the tender quantity.
The package involves the placement of three types of asphalt resurfacing:
- TMR Standard (AC10M): 2,671 tonnes
- TMR Standard (AC14M): 2,946 tonnes
- TMR Standard (AC20M): 320 tonnes
Site-Specific Shift Arrangements
The works are to be completed in accordance with the following preferred shift arrangements. Some sites may require consultation with the asset manager for timing of works, and tenderers are to allow for programming these sites as required.
- Bourbong Street, Bundaberg Central: Night shift. New development currently being constructed; the successful contractor is to make allowances to schedule the works in conjunction with the development contractor to ensure no disruption to their works.
- Dear Street, Gin Gin: Day shift.
- Eastgate Street, Bundaberg East: Day shift. Required to be completed as early in the programme as possible / dry season.
- Elliott Street, Gin Gin: Day shift.
- High School Road, Gin Gin: Day shift. To be completed in September school holidays; one-way road.
- Innes Street, Gin Gin: Day shift.
- May Street, Gin Gin: Day shift. To be completed in September school holidays.
- Milden Street, Gin Gin: Day shift. To be completed in September school holidays.
- Olsen Street, Bundaberg East: Day shift. Required to be completed as early in the programme as possible / dry season. Section of works to be completed to design, with the crown line and cut/fill to be marked on 15/07/2026 for tenderers to view onsite.
- Skyring Street, Bundaberg East: Day shift. Required to be completed as early in the programme as possible / dry season.
- Somerset Street, Gin Gin: Day shift.
- Station Street, Gin Gin: Day shift.
- Tirroan Road, Gin Gin: Day shift.
- Walker Street, Gin Gin: Day shift.
Tenderers are welcome to propose completing additional sites on night shift if they believe this would improve productivity, efficiency or the overall delivery of the works.
Contractor Requirements
- Tenderer must be a suitably qualified Principal Contractor capable of delivering the 2026-2027 Asphalt Resurfacing Program
- Where proposing to complete additional sites on night shift, tenderers must clearly identify the sites to be undertaken on night shift and demonstrate that the proposed approach can be delivered safely, with appropriate traffic management measures in place, and without adversely affecting nearby residents, businesses or road users
- Tenderers must make appropriate allowances in their construction program and site access arrangements to enable their nominated line marking contractor to attend the site regularly, with the intent that line marking works are completed within 4 to 15 days following asphalt placement, and that all aftercare signage is subsequently removed
Instructions to Tenderers
All site information is located within the "TEN3041 - Returnable Schedules - Schedule of Rates" document, which also lists the time constraints applicable to components of the works.
Initial Dial Before You Dig (DBYD) information is provided for the benefit of tendering and is only valid for 28 days. Tenderers are required to submit a new DBYD enquiry to ensure that utility data remains current, and to update it regularly as needed until completion of the project.
