Overview
The Department of Transport and Main Roads (TMR) is seeking applications from new applicants to join the BHTSP Contract Administration Panel, established to support delivery of the Bruce Highway Targeted Safety Program (BHTSP).
About
TMR is delivering the Bruce Highway Targeted Safety Program (BHTSP). The Bruce Highway is a vital 1,673 kilometre north-south corridor in Queensland, connecting Brisbane to Cairns. In January 2025, the Australian and Queensland governments announced a joint funding commitment of $9 billion towards the BHTSP.
Projects to be delivered through the BHTSP will be awarded to prequalified contractors and prequalified on the Construction Panel.
Purpose
The BHTSP aims to enhance safety and uplift deficient sections of the Bruce Highway to achieve a three-star rating, focusing on sections between Gympie and Cairns identified as having a high safety risk.
Scope
The scope includes:
- Engagement of Contract Administration Panel Members to deliver a project under a Transport Infrastructure Contract – Construct Only (BHTSP TIC-CO Contract), a construct only contract
- Engagement of Contract Administration Panel Members to deliver a project under a Transport Infrastructure Contract – Target Cost (TIC-TC Contract), a design and construct contract
Eligibility
- This application process is only for new applicants wishing to join the BHTSP Contract Administration Panel
- Existing BHTSP Contract Administration Panel Members are not permitted to apply for this process
Location
The BHTSP will be delivered on sections of the Bruce Highway between Gympie and Cairns, across the following districts:
- Far North Queensland District
- Fitzroy District
- Mackay/Whitsunday District
- Northern District
- Wide Bay/Burnett District
