Laryngectomy Consumables & Voice Aids Program

⁠⁠⁠Grampians Health, through the Statewide Equipment Program (SWEP), funds electronic voice aids and laryngectomy consumables for Victorians living in the community who have undergone a surgical procedure for a laryngectomy and completed an appropriate trial of required laryngectomy products. Electronic voice aids and laryngectomy consumables are required to restore communication and maintaining respiratory health after the surgical removal of the voice box (larynx). These items replace lost functions, prevent complications, and improve overall quality of life. 

The purpose of this procurement activity is to establish a multi-supplier panel capable of providing clinically appropriate, safe, cost-effective Electronic Voice Aids and Laryngectomy Consumables for eligible Victorian consumers. All items must meet strict clinical and manufacturing requirements including TGA listing and relevant Standards compliance.

The tender outcome will ensure SWEP contracts provider/s that:

• Can provide the goods and services required in the manner set out within this RFT; and 
• Demonstrate a commitment and ability to working in collaboration with GH/SWEP to continuously seek improvements in value, efficiency and productivity in connection with the provision of the goods and/or services; and
• Will work with GH/SWEP to continue to identify opportunities for improvement in the quality and level of services provided.

The products sought in response to this RFT are electronic voice aids and laryngectomy consumables across three categories and are required for the restoration of communication and maintaining respiratory health after the surgical removal of the voice box (larynx), and that meet the required legislative requirements.

• Category 1: Electronic Voice Aids – External speech device, electrolarynx  
• Category 2: Voice Prothesis – Indwelling and Non-Indwelling (standard and specialised) 
• Category 3: Laryngectomy Consumables - Humidification device (HME), adhesive/attachments, tubes and buttons, skincare
