⁠⁠⁠Job details

Government has committed to the implementation of relational contracting through the new Children and Family Support Program, establishing the foundations for future scaling across the Department of Social Services (department) programs and potential adoption at whole-of-Commonwealth level. Relational contracting is an approach to managing Commonwealth grant funding that prioritises long‑term partnerships and shared outcomes over short‑term compliance. This enables structured collaboration, adaptive delivery, shared decision‑making with a greater focus on outcomes.

The Department of Social Services requires the services of an external delivery team with expertise and demonstrated comparable capability in business design and project management, to support rapid delivery of government reform. This will enable government and sector transition to relational contracting.

The delivery team will provide end-to-end delivery, project management, coordination, system redesign, and data, digital and capability uplift. This resourcing will include a delivery manager, four business analysts and business support, design architecture, data analytics and project management capabilities.

Services will address critical capability and capacity gaps in business design and delivery leadership during a period of complex, interdependent reform activity within an ambitious delivery timeframe.

The services will deliver successful implementation of relational contracting for the Children and Family Support Program and contributes to long‑term investment, system sustainability and improved delivery outcomes.

Services may be delivered by one or more suppliers to provide the required business design resources.

The supplier/s will be able to demonstrate comparable and recent experience in delivering major reform and digital transformation, will have exceptional attention to detail, thrive in a dynamic fast-paced environments and have or be able to demonstrate the ability to quickly acquire information required to perform the roles.
