The Victorian Fisheries Authority, Community Engagement and Major Crime Division (CEMC) requires an appropriately accredited and experienced supplier (or suppliers) for the installation of compliance lights, sirens and radios across the fleet of enforcement vehicles.
The CEMC vehicles fall into one of the three categories; Marked (high profile) patrol vehicles (Fisheries Operations), Unmarked covert patrol vehicles (Fisheries Operations) & Unmarked covert patrol/surveillance vehicles (Major Fisheries Crime Unit, MFCU). The division maintains a certain number of vehicles across the three categories based on operational need. The estimated average turn-over of vehicles is 9 (2 surveillance, 1-2 marked, 5-6 unmarked) per year.
The successful supplier (or suppliers) will also be responsible for decommissioning of the vehicles (removal of this equipment) immediately prior to their disposal or replacement. A full list of specifications for each patrol vehicle category is included as a separate attachment. The RFQ requires a breakdown of supply and install costs to be quoted. The VFA will coordinate the delivery to, and pick up from, the successful supplier’s premises. The proposed contract period will be for a period of up to 5 years (3 years + 2 x 1-year optional extension).
The successful supplier must as a minimum:
- Have demonstrated previous experience in the covert and overt installation of lights, sirens and encrypted radios for compliance applications with other agencies or organisations.
- Be centrally located in Victoria to assist in minimising travel associated with the contract (collection or returning vehicles at start and end of lease).
- Be accredited to install the TAIT radios, issued to the VFA from DEECA.
