SW354 Barlil and Cooranga - Main Construction Program - EOI - Barlil Weir and Cooranga Weir

⁠⁠⁠Sunwater is seeking expression of interest (EOI) for Barlil and Cooranga Weir - Main Construction Program.

Scope:

Sunwater has been developing a Project Assessment Report and Preliminary Design for two new weirs aimed at improving water security and reliability for existing customers:

• Barlil Weir on Barambah Creek, north-west of Murgon in the South Burnett region of Queensland, Australia.

• Cooranga Weir on the Boyne River, south of Mundubbera in the North Burnett region of Queensland, Australia

Sunwater is developing the design of Barlil Weir in-house, while a design consultant has been appointed to undertake the design of Cooranga Weir

Cooranga Weir and Barlil Weir are both expected to be procured under separate ETI processes. The Preliminary Design shall inform the ETI tender process for each weir. Sunwater will further develop the design to Issued for Construction (IFC) status by December 2026.

Sunwater is preparing a Project Assessment Report for each project and associated cost estimates, which are scheduled to be presented to the Queensland Government in August 2026 to support a subsequent investment decision. Subject to funding availability and Government approval processes, it is anticipated that Sunwater may receive an investment decision towards the end of 2026. In parallel, work is underway to secure the necessary planning and environmental approvals to enable construction of the weirs. 

This EOI process captures interest from the market for both the Barlil Weir and Cooranga Weir packages.

Respondents are required to nominate in their completed EOI Returnable Schedules the weir project(s) that they are expressing interest in and provide the required returnable schedules for Sunwater to evaluate.

Respondents must, in their completed EOI Returnable Schedules, identify the specific weir project(s) they are submitting an EOI for under Item A of Schedule M1 - Tender Form, and provide all required information for evaluation.
