Tender Description

⁠⁠⁠State Library Victoria (SLV) invites suitably qualified and experienced contractors to submit a tender for the replacement of an existing chiller plant at 328 Swanston St, Melbourne.

The works include installation, commissioning and handover of a new chiller HVAC plant (supplied by SLV), along with all associated services required to deliver a fully operational solution.

The site is an operational facility, and work needs to be carried out with minimal disruption to occupants and services

Scope of Works (Summary)

The works comprise of a Design and Construct contract for the replacement of an existing water-cooled chiller plant at State Library Victoria.

SLV will provide the new chiller unit. The contractor will be responsible for receipt, handling, installation and integration of the supplied chiller.

The scope includes associated pumps, pipework, electrical services, controls and integration with the existing Building Management System. It also includes enabling works, asbestos assessment and removal, demolition of existing plant, installation of new equipment (excluding supply of the chiller), commissioning, testing and defects liability support, all within a live operational environment.

Mandatory requirements

Tenderers must demonstrate:

  • Proven experience delivering similar chiller replacement or major mechanical plant projects
  • Appropriate licences, registrations and insurance
  • Compliance with the relevant Australian Standards and requirements of all relevant authorities having jurisdiction
  • Capability to work safely within a live operational environment
  • Compliance with environmental and OH&S obligations

Failure to meet mandatory requirements may result in the tender being deemed non-compliant.

Site inspection

A mandatory site inspection will be conducted as a supplier briefing and managed through the BuyingForVictoria portal.

Interested suppliers must register for a briefing session and only suppliers who have register and attend a briefing will be eligible to submit a tender.

Mandatory Site Inspection and Briefing

A briefing session will be held at 328 Swanston Street, Melbourne, Victoria, Australia, 3000 on 9 June 2026 09:30 am.

Notes: Meet at Door 4, La Trobe Street. Attendance at the site inspection and briefing session is limited to a maximum of four (4) representatives per supplier. Attendance at each briefing session will be limited to a maximum of four (4) suppliers. Should registrations exceed this limit, additional briefing sessions will be scheduled. All attendees must pre-register for the briefing session via the Tenders VIC portal by selecting the relevant briefing session under the Briefings section for this Invitation. Only pre-registered attendees will be permitted to attend the briefing session.

A site visit is a pre-requisite to submission and consideration of a bid.
