Green Waste Processing

⁠⁠⁠INTRODUCTION

Lockyer Valley Regional Council (Council) accepts domestic and commercial green waste at its seven (7) waste disposal facilities across the region. In accordance with the Queensland Government’s Department of Environment, Tourism, Science and Innovations’ (DETSI) Prevention of Fires in Stockpiles Guideline ESR/2020/5506, Council is obligated to ensure that green waste stockpiles do not exceed prescribed maximum dimensions.

To maintain compliance, Council requires a service to regularly process green waste through mulching, grinding and removal once stockpiles approach their limits. Additionally, if requested, Council seeks to retain a portion of the processed mulch for use in its operations and to make available to the community.

Council intends to engage a suitably qualified and capable Contractor through a public tender process to deliver green waste processing services at its waste disposal facilities.

For the purpose of this contract, “green waste” is considered as waste vegetation including (but not limited to):

•  Lawn and vegetation clippings;
•  Tree branches, limbs, stumps, root balls and trunks; and
•  Processed vegetation products.

Due to the presence of fire ants in some areas of the Lockyer Valley region, certain restrictions apply, and Bio-Security Queensland will have an interest in management practices for green waste operations.

BACKGROUND

Council is seeking to engage a suitably qualified and experienced contractor to process and remove green waste at Council’s waste disposal facilities, in accordance with the specifications outlined in this RFT.

Historically, green waste processing is required approximately three (3) to four (4) times per year at the Laidley Waste Facility and two (2) to three (3) times per year at the Gatton and Withcott Waste Facilities, with peak green volumes typically in June, December and February. These timeframes may vary depending on seasonal conditions, disposal trends, and population growth.

For the four (4) remaining waste facilities - Grantham, Helidon, Murphys Creek and Lockyer Waters – green waste processing is carried out on an as-needed basis, determined by the volume of green waste accumulated at each site.
